IF water comes out of BOTH water openings with the cartridge out, the the problem is IN THE VALVE BODY itself. The valve WILL work if it is upside down, and in fact it would work better, (as I said it is the way I prefer to install the valve if it is just for a shower), and you would not have this problem.
